VSS - An Assessment


Methodology

The three VSS for the study were selected in consultation with the Chief Conservator of Forests (E & TW). Documents relating to the formation and implementation of VSS and experiences of the community were studied. Secondary data has been gathered from the Forest Department. The Evaluation team visited the VSS and held discussions with the concerned FD officials, the Co-ordinator, members and other stakeholders. The team conducted informal interview with the aid of a Structured Schedule.

The performance of the VSS is primarily measured in terms of its objectives. The 'level' of participation of local communities and other stakeholders in protection and management of forest resources has also been addressed.

Five levels of participation are used for the ranking of VSS. They are:

Score Zero - for no participation
1 - for information sharing (one way communication)
2 - for consultation (two-way communication)
3 - for collaboration (shared control over decisions & resources)
4 - for empowerment (transfer of control over decisions & resources)

Ranks 1 - very limited
2 - limited
3 - moderate
4 -high
