The State Planning Board was first constituted in this State in September 1967 with Chief Minister as Chairman and a non-official as part time Vice-Chairman.Apart from minister for Finance and Chief Secretary to the Government there were three other fulltime members.The Director,Bureau of Economics and Statistics was Member Secretary.The Board was formed with a view to enabling the State Governmrnt to formulate development plans based on a scientific assessment of the resources of the State and the growth priorities.the board was assigned the task of preparing the Annual Economic Review to be presented along with the Budget Document to the State legislature.This item continues tobe a regular activity of the board.

Member - Secretary
Administrative Powers:
- To appoint and promote Non-Gazetted Officers and make appointment to lowest appointments in the gazetted cadre in each service in sanctioned posts subject to Public Service recruitment rules.
- To transfer and post non-gazetted and gazetted officers whom he is competent to appoint, from the jurisdiction of one District Planning Officer to the jurisdiction of another or to and from his office.
- To Sanction all kinds of leave except study leave and special disability leave and leave without allowances exceeding 120 days to officers under him and also to make charge arrangements for additional charge and sanction Additional pay under rule 53 Part I K.S. Rs.
- To be the appellate authority in respect of original orders imposing penalty on Government servants by the Administrative Officer and the District Planning Officers.
- To sanction destruction of old records as per rules.
Financial Powers:
- To sanction the creation of Part - time posts paid for from contingencies subject to budget provision and subject to standing orders of Government in the matter.
Note:- The actual filling up of the post in the District Planning Offices will be done by the District Planning Officers concerned.
- To sanction journey on duty of non-gazetted officers outside the state.
- (a) To convene or issue sanction to convene conference of departmental officers and sanction payment of T.A.
(b) To depute officers of the department to attend conference convened in the State and to sanction T.A. for the purpose.
- To sanction purchase of books, maps, office equipments including calculators and other stores not exceeding Rs. 1 lakh (Rupees one lakh) at a time subject to budget provision and Stores Purchase Rules.
- To sanction purchase of furniture subject to Kerala Financial Code and Stores Purchase Manual and subject to budget provision.
- To Sanction advertisement charges without monetary limit subject to budget provision and also subject to condition that the rates are those approved by the Director of Public Relations.
- (a). To sanction write off the value of unserviceable articles subject to the annual limit of Rs. 5,000 when the book value does not exceed Rs. 500 in each case.
(b). To sanction write off, irrecoverable arrears of revenue and other irrecoverable amounts including value of stores upto Rs. 500 in each case subject to the annual limit of Rs. 25,000.
Note: -- Write off should be communicated to audit with specific mention of the circumstances of the same.
- To sanction the disposal of unserviceable articles or surplus stores as office furniture, dismantled materials etc. as the case be up to a book value of Rs. 15,000 in each case without any annual limit.
- To sanction investigation of arrear claims of all officers and under contingencies time bound claims and including those, which cannot be verified by Audit.
- To accord administrative sanction for estimates of work the cost of which does not exceed Rs. 3 lakhs.
- To sanction maintenance and petty construction and repairs work up to Rs. 4,000 in each case on a proper estimate without reference to the P.W.D.
- To incur non-recurring contingent expenditure upto Rs. 1000 in each case subject to budget provision.
- To Sanction printing of forms, circulars, pamphlets etc. in Government Presses.
Note: -- Printing of new forms and registers should have the approval of Government
- To Sanction drawal of TA and contingent charges not exceeding the estimated expenditure sanctioned by Government subject to a maximum of Rs. 5,000 in respect of conferences, refresher courses, seminars etc.
- To sanction pension to officers whom he is competent to appoint.
- To place orders for printing of books in Government presses.
- To approve the tour programme of Chiefs of Divisions, Administrative Officer, Joint Directors and Deputy Directors, not under the control of Chiefs and countersign their T A Bills and also…………. Gazetted Officers in his office except the Senior Superintendent.
- To sanction renewal and supply of uniforms according to the pattern and scale approved by the Government.
- To incur expenditure on account of advance payment up to 90% of the cost involved in the purchase of stores against railway receipt subject to the conditions of article159 (a) KFC.
- To sanction printing or re-printing of priced Govt. publications.
Note: -- The rules regarding the pricing of Government publications. in Articles32 KFC Vol. I should be followed.
- To sanction claims for medical reimbursement in all cases subject to the conditions specified in the Kerala Government Servant's Medical Attendance Rules 1960 as amended from time to time.
- To execute all agreements relating to purchase affected and contract entered into by the Department.
- To sanction purchase of clocks of the value of Rs. 400 within the Budget provision.
- To sanction purchase of periodicals and other printed matters of Departmental importance subject to Budget Provision.
- To purchase, in the case of breakdown in the course of the journey the absolute minimum requirements to render the vehicle fit for journey to his headquarters. To purchase spare parts for departmental vehicles for the normal routine repairs up to Rs.1.000 at a time observing any procedure that has been laid down for purchase by the Government.
- To incur expenditure for the supply of light refreshments to members at the meetings of committees for conferences subject to the rules in Appendix 4, KFC Vol. II
Administrative Officer
Administrative Powers:
- To appoint promoted and transfer Non-gazetted officers to sanctioned posts in the State Planning Board including the District Planning Offices subject to the Public Service Recruitment Rules.
- To sanction leave other than study leave and special disability leave and leave without allowances exceeding120 days to all those whom he is competent to appoint and casual leave to all Gazetted Officers in the Office of and below the rank of Administrative Assistant.
- To organise sections in the office of the State Planning Board.
- To sanction distruction of old records as per the rules.
- To exercise the powers of the Member Secretary/Secretary to sanction inter-departmental transfers of Clerks, Typists, Drivers and Peons in accordance with the rules laid down by Government on the subject.
Financial Powers:
- To sanction non-recurring contingent expenditure upto Rs. 500 in each case provided there is budget provision.
- To draw establishment pay bills, T A bills, Contingent bills and Provident Fund Bills relating to the officers of the officer of State Planning Board and countersign TA Bills of Senior Superintendent.
- To draw bills and claims relating to the purchase of stores.
- To sanction PF withdrawals subject to rules except in special cases.
- To forward applications for admission to Provident Fund from members of the staff in the office of the State Planning Board whom he is competent appoint.
- To sanction TA bills for December and previous months preferred after March next year by non-gazetted ministerial officers of the State Planning Board and Senior Superintendent.
- To sanction local purchase of stationery in urgent and un-forseen cases upto Rs.75 in each case subject to an annual limit of Rs.500 after inviting quotations.
- To sanction repairs of motor vehicles and arrangement for payment of bills not exceeding Rs.1, 000 in each case subject to the rule in G.O. (P) 248 Public dated 24-4-1962 after inviting competitive tenders in respect of the State Planning Board.
- To sanction maintenance and P.G.F. Works upto Rs. 2,500 on a proper estimate in each case after inviting competitive tenders in respect of the State Planning Board.
- To sanction refunds as per instructions in the book of Financial powers.
- To sanction advertisement charges upto Rs. 250 in each case subject to the budget provision and also to the condition that the rates are approved by the Director of Public Relations.
- To exercise powers of the Member Secretary/Secretary in respect of the purchase of books for the use in the State Planning Board subject to budget provision.
- To sanction write off of irrecoverable arrears of revenue upto Rs. 50 in each case and Rs. 1,000 in a year.

Administrative Powers:
- To approve the tour programme and tour diaries of Joint Directors & Deputy Directors working in the Division.
- To correspond with Government on technical matters with the approval of the Secretary/Member Secretary.
Joint Directors
Administrative Powers:
- To approve the tour programme and tour diaries of the Technical Staff working under the Joint Director.
- To destroy old records as per rules.
