Performance of ITDPs/TDOs

     During 1985-00, an amount of Rs.21.98 crore was spent for the implementation of various schemes under Special Central Assistance to Tribal Sub-Plan through various ITDPs/TDOs and by the Director, Scheduled Tribes Development Department (Annexure II). The expenditure incurred by each of these offices during 1985-00 shows that an higher quantum of SCA to TSP amount was spent through TDO, Mananthavady (Rs.374.7 lakhs) followed by ITDP Idukki (Rs.292.33 lakhs), ITDP Kalpetta (Rs272.28 lakhs), ITDP Attappady (Rs.230.85 lakhs) and TDO Sultan Batheri (Rs.215.94 lakhs). The expenditure incurred by the remaining Project Officers/TDO's ranged between Rs.37.17 lakhs to Rs. 131.08 lakhs, except TDO, Palakkad (Rs.10.06 lakhs) as it was started only in 1995. An amount of Rs.127.21 lakhs was spent through the Directorate, which included the cost of vehicles and other administrative expenses. This includes Rs. 8.84 lakhs spent through for KSDC for SCs/STs. The average percapita expenditure per year during the period 1985-00 by the ITDP/TDOs ranged from Rs.20.94 in Kasaragod to Rs.79.14 in Nilambur.

ITDP, Nedumangad

     The total expenditure under SCA to TSP incurred by ITDP, Nedumangad during 1985-2000 was Rs.110.67 lakhs. The average percapita expenditure was Rs.43.59. During 1990-92, 1992-97 and 1997-2000 the percapita expenditure in this ITDP was Rs.74.72, Rs.63.79 and 33.63, respectively. Out of Rs.110.67 lakhs, a major portion (Rs.78.83 lakhs) was utilised for agricultural development schemes, Rs.12.15 lakhs for Village and Small Scale Industries, Rs.1.29 lakhs for Animal Husbandry, Rs. 3.35 lakhs for Minor Irrigation, Rs. 2.43 lakhs for Minimum Needs Programmes, Rs. 6.03 lakhs for Education, Rs. 1.86 lakhs for Need Based Schemes, and Rs. 4.73 lakhs for Headquarters schemes.

TDO, Punalur

     Kollam and Alappuzha districts fall under the jurisduction of TDO, Punalur. The total expenditure during 1985-00 was Rs.70.37 lakhs. The average annual percapita expenditure under TDO, Punalur during this period was Rs.67.09. The annual percapita expenditure for 1985-90, 1990-92 and 1992-97 was of the order of Rs.22.98, Rs.76.59 and Rs.107.34, respectively. It was Rs.57.00 during the period 1997-00. Out of the total expenditure Rs.40.59 lakhs was spent for agriculture development programmes, Rs.16.46 lakhs for Village and Small Scale Industries, Rs. 3.33 lakhs for Animal Husbandry, Rs. 0.30 lakhs for Minimum Need Programmes, Rs. 2.64 lakhs for educational schemes, Rs. 3.88 lakhs for Need Based Schemes and Rs. 3.18 lakhs for Headquarters schemes. No amount was utilised for Minor Irrigation schemes.

TDO, Ranni

    The funds expended under SCA to TSP through TDO, Ranni during 1985-00 amounted to Rs.46.34 lakhs, ie. 2.1 % of the total expenditure under SCA to TSP in the State. The average annual percapita expenditure during 1985-00 was Rs.42.66. However, the percapita expenditure during the period 1992-97 was Rs.32.29. Substantial amount was spent in the agricultural sector (Rs.16.28 lakhs). The expenditure under Village and Small Scale Industries in the district was Rs. 7.8 lakhs. The balance amount was spent for programmes/schemes under Animal Husbandry (Rs.7.5 lakhs), Minor Irrigation (Rs.0.03 lakhs), Education (Rs.2.25 lakhs), Minimum Needs Programme (Rs.0.2 lakhs), Need Based Schemes (Rs. 10.41 lakhs) and for Headquarters schemes (Rs.1.88 lakhs).

ITDP, Kanjirappally

     The total amount expended under SCA to TSP during the period 1985-00 through Kanjirappally, ITDP was Rs.60.21 lakhs, ie.2.74 % of the total state expenditure on this account. The average annual percapita expenditure was Rs.21.32 during this period. Out of the total expenditure, Rs.26.64 lakhs was utilised for the implementation of agricultural schemes, followed by Village and Small Scale Industries with Rs.22.22 lakhs. Of the remaining, Rs.11.35 lakhs was spent for implementation of the schemes under Animal Husbandry (Rs.1.60 lakhs), Minor Irrigation (Rs.0.28 lakhs), Education (Rs.0.81 lakhs), Need Based Schemes Rs.6.14 lakhs) and for Headquarters schemes (Rs.2.78 lakhs).

ITDP, Idukki


      Idukki district is the second largest district in terms of tribal population, as per 1991 census. The SCA to TSP funds expended during the period through ITDP, Idukki amounted to Rs.292.33 lakhs. The percapita expenditure during 1985-00 was Rs.37.06. Under SCA to TSP, 13.3% of the State's total expenditure was expended by ITDP, Idukki.

      Out of the total expenditure, more than 50 % of the amount was expended for agricultural schemes (Rs. 160.26 lakhs). The amount utilised for the implementation of Village and Small Scale Industries Programme was Rs.28.49 lakhs, for Education Rs.52.22 lakhs and for Need Based Schemes Rs.27.64 lakhs, in the district. The remaining funds were utilised for Animal Husbandry (Rs. 2.16 lakhs), Minor Irrigation (Rs. 0.60 lakh), Minimum Need Programme (Rs. 1.07 lakh), Land Reforms (Rs. 9.24 lakhs), and for Headquarters schemes (Rs. 10.33 lakhs).

TDO, Moovattupuzha

     The schemes under SCA to TSP in Ernakulam and Thrissur districts are implemented through TDO, Moovattupuzha. The total expenditure under SCA to TSP during 1985-00 was Rs.60.70 lakhs, which comes to 2.76% of the State's expenditure. The percapita expenditure for the years 1985-00 was Rs. 43.02. Out of the total, an amount of Rs.14.83 lakhs was expended for agricultural schemes and Rs.14.03 lakhs for Village and Small Scale Industries. The remaining funds were spent for schemes under Animal Husbandry (Rs.1.18 lakhs), Minor Irrigation (Rs.3.54 lakhs), Minimum Need Programme (Rs.0.16 lakh). Education (Rs.0.91 lakh), Need Based Schemes (Rs.22.24 lakhs), Land Reforms (Rs. 0.30 lakh), and for Headquarters schemes (Rs.3.51 lakhs).

ITDP/TDO in Palakkad District
(ITDP, Attappady & TDO, Palakkad)


     The SCA to TSP funds in Palakkad District was expended through ITDP Attappady and TDO Palakkad. However, the latter started functioning in 1995. The SCA fund expended for the period 1985-00 amounted to Rs.240.91 lakhs (Rs. 230.85 lakhs through ITDP Attappady and Rs. 10.06 lakhs through TDO, Palakkad) which constituted 10.96 % of the total expenditure under SCA to TSP in the State. The percapita expenditure was Rs. 60.72 for ITDP, Attappady and Rs. 5.71 for TDO, Palakkad. Of the
total expenditure, Rs. 40.75 lakhs was incurred for agricultural schemes, Rs.10.65 lakhs for Village and Small Scale Industries, Rs.38.62 lakhs for Education Schemes and Rs.132.42 lakhs for Need Based Schemes. The balance amount expended was for Animal Husbandry (Rs.2.12 lakhs), Minor Irrigation (Rs.3.42.lakhs), Minimum Needs Programme (Rs.1.56 lakhs), Land Reforms (Rs.0.55 lakh) and for Headquarters Schemes (Rs.10.82 lakhs).

ITDP, Nilambur

     The SCA funds in Malappuram district was expended through ITDP, Nilambur. The total SCA funds expended during 1985-00 was Rs.131.08 lakhs. Out of this, Rs.43.07 lakhs was expended for agricultural schemes, Rs.18.21 lakhs for Village and Small Scale Industries, and Rs.61.28 lakhs for the implementation of the Need Based Schemes. The amount expended for each of the Animal Husbandry and for Land Reforms schemes was Rs. 0.98 lakhs. The expenditure incurred for Minor Irrigation, Minimum Needs Programme, Education, and for Headquarters schemes were of the order of Rs.2.55 lakhs, Rs. 0.28 lakh, Rs.0.13 lakh and Rs. 3.54 lakhs, respectively.

ITDP/TDOs in Wayanad District
(ITDP, Kalpetta; TDO, Mananthavady & TDO, SulthanBatheri)

     Wayanad district has the highest tribal population in the State (1,14,469) which constitutes 35.66 % of the total tribals in the State. The SCA to TSP funds in Wayanad district was expended through ITDP, Kalpetta, TDO, Mananthavady, and TDO, Sultan Batheri. The total expenditure under SCA to TSP together by these offices during the period 1985-00 was Rs. 862.92 lakhs, which constituted 39.27% of the total state expenditure under this head. (Rs. 272.28 lakhs, Rs. 374.70 lakhs and Rs. 215.94 lakhs, respectively). The corresponding annual percapita expenditure was Rs.58.00, Rs.58.47 and Rs.31.13. Major portion of the fund from these offices was expended for Agriculture, Animal Husbandry and for Need Based Schemes. In ITDP, Kalpetta 29.44 % of the expenditure (Rs. 80.17 lakhs) was under agriculture sector and 19.85 %(Rs. 54.04 lakhs) was under Village and Small Scale Industries. The expenditure under agriculture in TDO, Mananthavady was only 14.63% (Rs. 54.81 lakhs) and Village and Small Scale Industries was 20.63 % (Rs. 77.31 lakhs). An amount of Rs. 79.90 lakhs (46.21%) under
TDO, Mananthavady was utilised for Need Based Schemes. Break-up as to the scheme wise details of expenditure of TDO, SultanBatheri during 1985-97 for Rs.133.65 lakhs was not reported.


TDO, Thamarassery

     The SCA to TSP funds in Kozhikode district was expended through TDO, Thamarassery. The total expenditure under SCA to TSP by this office during 1985-00 was Rs.37.17 lakhs, which constituted 3.51% of the total expenditure in the State on SCA to TSP. The average percapita expenditure per year was Rs.43.81. Out of the total expenditure, an amount of Rs.12.96 lakhs was expended for Agriculture, and Rs. 8.93 lakhs for Village and Small Scale Industries, Rs. 8.00 lakhs for Need Based Schemes, Rs.3.03 lakhs for Animal Husbandry, Rs.1.96 lakhs for Minor Irrigation, Rs0.10 lakh for Education, Rs.0.84 lakh for Land Reforms, and Rs.0.89 lakh for Headquarters schemes.

ITDP, Kannur

     ITDP, Kannur expended an amount of Rs.61.49 lakhs under SCA to TSP for the years 1985-00 for the welfare of tribals. The percapita expenditure for the period worked at Rs.21.48. Out of the total expenditure, Rs.18.29 lakhs (29.74%) was utilised for agricultural schemes and Rs.22.69 lakhs (36.9%) for Village and Small Scale Industries. The schemes under Animal Husbandry, Minimum Needs Programmes, Land Reforms, Need Based Schemes and by the Headquarters were taken up utilising the balance amount of Rs 20.51 lakhs.

TDO, Kasaragod

     An amount of Rs.96.21 lakhs (4.38% of the State total expenditure) was expended by TDO, Kasaragod for schemes under SCA to TSP during the period 1985-00. The percapita expenditure for the period was Rs.20.94. Out of the total expenditure, Rs.44.07 lakhs (45.81%) was used for Need Based Schemes and Rs.26.87 lakhs (27.86%) for agricultural schemes. An amount of Rs.15.08 lakhs (15.67%) was expended for Village and Small Scale Industries sector. The remaining funds were utilised for Animal Husbandry, Minor Irrigation, Education and Headquarters schemes.
