Govt. of India introduced Special Central Assistance to Tribal Sub Plan (SCA to TSP) during 1979-80
Funds under Special Central Assistance to Tribal Sub Plan are mainly utilised for income generating economic development schemes, training programmes, back up services, and for supervision, monitoring & evaluation
Schemes utilising SCA to TSP funds are implemented by Offices of Integrated Tribal Development Project (ITDPs),Tribal Development Offices(TDOs)and through the directorate.
The SCA schemes mainly relate to agriculture, village and small scale industries, Animal Husbandry, Minor Irrigation, Education etc.
The State Plan expenditure for 1985-00 was Rs. 20214 crores. Out of this an amount of Rs. 326.92 crores (1.62%) was spent for TSP (including SCA to TSP) programmes
An amount of Rs. 21.98 crores was spent under SCA to TSP during 1985-2000.
The per capita expenditure under SCA to TSP during the period worked out to Rs. 43.63
An higher quantum of SCA to TSPfunds was spent by TDO, Mananthavady.
The average per capita expenditure per year under SCA to TSP in the ITDPs/TDOs ranged between Rs. 20.94 in Kasaragod and Rs.79.14 in Nilambur.
Sector-wise utilisation of SCA to TSP funds revealed that 28.82% was spent for agriculture programmes. Out of this 51 %`was utilised for hamlet development and 25% for rubber cultivation in ITDP areas.
Expenditure on Need Based Schemes for housing, supply of vitamin food, assistance to Tribal Mahila Samithies etc. was 28.1%
  For Animal Husbandry programmes (supply of Milch Cows and Work Bulls) 18.82% of the SCA funds was expended
  For Minor Irrigation, schemes 2.72 % was expended which are construction of wells/ check dams in tribal areas.
  The Directorate of ST Development Department directly expended an amount of Rs. 2.45 crore of which 48% was utilized for literacy programmes.
