  1. Committee took note of the fact that certain buildings transferred to local bodies are lying incomplete and that the Local Bodies are either reluctant or unwilling to take over the unfinished buildings. This impasse should be resolved. The Panchayat Raj system envisages that along with the transfer of assets and responsibilities, concomitant transfer of resources also should take place. A practical solution would be for the Government Department to complete the construction and then hand over the assets to Local Bodies and as they had awarded the contract and entered into agreements with contractors, they are better placed to complete the construction than the Local Bodies.
  1. 37. As mentioned elsewhere, priority should be given to completion of spill over works, whose cost has been estimated at Rs.432 crores. The Plan Committee recommends that the outlay be limited to this which include the provision for clearing unpaid bills. If new construction is deemed unavoidable, the approach outlined in para 11 above may be followed.
