Preface

      In the five year plans of Kerala, substantial funds has been earmarked for irrigation and allied multi-purpose projects. Most of the irrigation projects continued as spill over works in the plans. Delay in completion and the consequent escalation of costs contributed to this phenomenon. State Planning Board , therefore, decided to undertake a quick study on the present status of ongoing major and medium irrigation projects. The Evaluation Division was entrusted with this task. The Officer concerned with the Irrigation Sector in Agriculture Division also participated with the Study.

      The present Report provides a detailed account of the status of nine ongoing major and medium irrigation projects of Kerala. While doing so, it also gives the reasons for delay in implementation of projects. The findings of the Report would be useful to practitioners and policymakers.
