ORDER
As per the Government Order read above detailed Guidelines have been issued for preparation of the Tenth Five Year Plan by Local Governments.
- The State Level Coordination Committee for Decentralised Planning has suggested certain additions to the Guidelines based on feedback from the Local Governments.
- Government have examined the suggestions of the Committee in detail and are pleased to approve the additions to the guidelines as appended to this Government Order.

ADDITIONAL GUIDELINES FOR THE PREPARATION OF
TENTH FIVE YEAR PLAN BY LOCAL GOVERNMENTS
- Local Governments may earmark sufficient provision from plan grant under general sector for meeting the expenses for arranging computer training programmes to the elected representatives and employees at the rates fixed by the Information Kerala Mission..
- As part of computerisation, the cadastral maps of all Local Governments will be digitised by the Information Kerala Mission. The expenses for digitising and printing the maps may be met from the plan grant under general sector of Local Government concerned.
- Local Governments may meet from their plan grant under general sector the subscription charges for the website to be hosted by Information Kerala Mission, exclusively for the use of Local Governments. The annual rates are given below:

- Local Governments may set apart sufficient fund from plan grant under general sector for meeting the expenses for data entry of their records. The data entry works should be entrusted to computer units promoted by Community Development Societies under Kudumbasree. If such units are not there, units approved by Information Technology Department may be selected.
- Local Governments may take up projects under service sector for improvement of play grounds, construction of stadium, improvement of facilities in the sports centres etc.
- Grama Panchayats and District Panchayats may include projects for Legal Literacy Programme promoted by Kerala State Legal Services Authority for the students in IXth standards in the Government High Schools. The actual expenditure, subject to a ceiling of Rs. 3000 per school, shared on the basis of 50 : 50 between the Grama Panchayat and District Panchayat may be met from the plan grant under general sector.
- Grama Panchayats, Municipalities and Corporations may take up projects for renovation/repair or reconstruction of houses under the earlier 'One Lakh Housing' scheme.
- The maximum subsidy allowable per beneficiary is as follows :-

- If existing houses cannot be repaired, new houses may be taken up if the household is eligible as per the priority list of the Local Government.
- Grama Panchayats, Municipalities and Corporations may provide from the plan grant under Special Component Plan assistance for the marriage of daughters of scheduled caste BPL families subject to a maximum amount of Rs. 5000 per family.
- District Panchayats, Municipalities and Corporations may take up projects for admitting Scheduled Caste and Scheduled Tribe students belonging to Tamil and Kannada linguistic minorities in reputed residential schools in Tamil Nadu or Karnataka under the scheme Better Education for Bright Scheduled Caste/ Scheduled Tribe Students.
- Projects for extension of electrical line for public purpose in areas where power supply is required are to be included under service sector. (Line extension for domestic /service connection is not allowed)
- Annual Action Plans under the Centrally Sponsored Schemes for 2002-2003 should be implemented with the approval of the District Planning Committees.
- All Local Governments may give emphasis for spatial planning; following the suggestions given below:-
- The draft project proposals of the working groups may contain suggestions for spatial planning and specifying the location of the projects.
- An integrated document on spatial issues may be prepared based on the draft proposals of all working groups in a Local Government. The document should highlight the development needs of the Local Government and give emphasis for their priorities.
- It is desirable to constitute a Spatial Integration Committee at each Local Government with representatives of all working groups for preparing the document on spatial issues.
- District Town Planner / a Technical Officer in the Town Planning Department/ an officer specially trained in spatial planning may be nominated as convener of the Spatial Integration Committee.
- This Document may be placed in the Development Seminar for discussion.
- Pilot projects for spatial planning for one Grama Panchayat and one Urban Local Government in each district shall be prepared by the District Town Planner concerned. The Grama Panchayat and Urban Local Government for preparing the pilot projects shall be selected by the District Planning Committee.
- The training for preparation of the documents in all Local Governments should be given by the District Town Planner concerned.
- The core committee for revision of District Plan covering different development sectors as well as cross sectoral areas and integration of plan proposals of three tier panchayats and Urban Local Governments may function as District Level Integration Committee on spatial issues and the District Town Planner may be the convenor.
- Local Governments may promote projects for mulberry cultivation and cocoon production for which technical support and financial assistance would be extended by the Kerala State Sericulture Cooperative Federation (Serifed). The objective is to implement the scheme in 125 Grama Panchayats covering 40 clusters as identified by the Serifed during 2002-2003. More details are given below:-
- The project for planting 5000 mulberry saplings in one standard acre would be the appropriate unit. However projects for cultivation in 25 cents/50 cents/ one acre may also be considered.
- The project need be taken up only by the Grama Panchayats having the scope to raise mulberry cultivation in a minimum area of 10 acre during 2002-2003.
- Grama Panchayats can give subsidy from their plan grant subject to a ceiling of Rs. 12,500 per beneficiary for raising mulberry to the extent of a minimum of one standard acre land (5000 plants). In case the area of cultivation by a beneficiary is below one standard acre, the subsidy rate can be reduced proportionate to the area covered. The subsidy to be given by Grama Panchayat is as follows:-

In addition, the Central Silk Board and the Serifed would give Rs. 15,185 each as subsidy.
- The subsidy is limited only to small and marginal farmers both individuals and members of cooperative societies. Small and marginal farmers who cultivate mulberry in own or leased land will be eligible for the subsidy from Grama Panchayats. Only farmers who produce 200 Kg of cocoons per acre (or proportion thereof) will be eligible for subsidy.
- The subsidy from the Local Government will be released only after cocoon production is started.
- The mulberry cultivation and cocoon production should be in accordance with the technical advice from Serifed. The subsidy would be released only on the basis of certificate from the implementing officer designated by Serifed.
