Abstract

Preparation of Tenth Five Year Plan by Local Governments - Expenses Incurred for Plan Preparations -
Meeting from Plan Allocation - Fixing of Ceilings - Orders Issued.

ORDER

      As per Government Order read above guidelines have been issued for the preparation of the Tenth Five Year Plan by Local Governments. For preparing the Plan, local governments have to incur expenditure on the following items:
  1. Verification of Assets.


  2. Functioning of Working Groups


  3. Holding of Grama Sabhas/Ward Sabhas by Village Panchayats / Urban Local Governments


  4. Printing of documents for discussion among elected members and elected heads of lower tier Panchayats in the case of Block Panchayats and District Panchayats.


  5. Holding of stakeholder consultation


  6. Conduct of Development Seminar including printing of Draft Plan Document


  7. Writing of Projects


  8. Printing approved Plan
      In order to meet the expenditure on the above items sanction is accorded to spend up to 1 % of their plan allocation subject to the ceilings indicated below:

     For spending this money each local government would draw up a project estimating the funds required for each item of expenditure. Utmost care should be exercised to achieve maximum economy in spending. As many items as possible should be implemented through voluntary effort.

     The accounts should be finalized within one month of approval of the plan and submitted to the State Performance Audit Authority for special audit.
