Order

  1. Decentralised Planning by Local Governments in the Tenth Five Year Plan envisages formulation of Five Year Plan (2002-07) and Annual Plans. Significant changes are to be introduced in the planning and implementation procedures..


  2. In order to build capacity of the Local Governments and their officers to undertake the planning and implementation activities and complete them in a time bound manner, a massive training programme, covering the elected representatives and officials at all levels is required.


  3. An Action Plan to be implemented jointly by the State Planning Board and Local Self Government Department through the Kerala Institute of Local Administration has been prepared. The details are indicated in Annexure. The programme components would be conducted by KILA, networking with other State Level Institutions.

  4. Government are pleased to approve the Action Plan. The expenses of the programme would be met from the Additional Central Assistance of Rs. One crore granted by the Planning Commission as per letter No. PC(P)2/52/2000/KER dt. 26-03-2002. The cost norms would be worked out by KILA in consultation with the State Planning Board.

ACTION PLAN FOR CAPACITY DEVELOPMENT FOR TENTH FIVE
YEAR PLAN FORMULATION: STRATEGY FOR TRAINING INTERVENTION

  
1. AIM AND OBJECTIVES

     The overall aim of the proposal is to develop the capacity of the functionaries of local governments to formulate the Tenth Five Year Plan in the most effective and efficient manner so as to meet the demand of addressing the developmental issues at local level. Within this overall aim this capacity building programme has the following objectives:-
  1. To sensitize the Secretaries of Government on the philosophy and logic of decentralised planning and consult them on the effectiveness of local level planning in different developmental sectors.


  2. To sensitize the Heads of Departments on the philosophy and logic of decentralised planning and consult them on improving the process and procedures of local level planning.

  3. To develop the expertise and human resource support needed in different line departments for formulating the local plans in a time bound manner.

  4. To ensure good interface between the elected representatives and officials transferred to the local governments to carry forward the mission of local governments.


  5. To develop the capacity of the functionaries of local governments to formulate the Tenth Five Year Plan and Annual Plan documents in a time bound manner.

  6. To ensure maximum participation of the people in the process of formulating the plan documents.


  7. To ensure quality and effectiveness in the formulation and implementation of local plans.




       The Local Self Government Department would draw up detailed Action Plan for operationalizing the components mentioned above, and taking up other programmes which are relevant to the Campaign. The Budget for the Campaign would also be drawn up by Local Self Government Department utilizing, as far as possible available resources. Local Self Government Department would take necessary steps including creation of the organizational structure required for the conduct of the Campaign. State Planning Board would be associated in the Campaign.

6. TRAINING MATERIAL

6.1

      In order to ensure uniformity in the delivery of information in different parts of the state and by different resource persons training materials would be prepared and circulated to the participants at all levels. The training material would be very brief, user friendly, attractive and useful to the extent of formulating an effective plan document for the local governments. The materials may be prepared separately for general, sectoral and special issues.

6.2

      A panel of experts from different fields will be invited and discuss the content and style of preparing the training materials and develop the training materials in a workshop mode. Sectoral training material for analysing the status of the sector, development perspective and programme planning in the respective sectors and training materials for specilised areas like, women development, SC development, watershed development and urban planning will have to be prepared by mobilising the best available resources in the State.

      An Editorial Committee may be constituted by State Planning Board and KILA consisting of professional editors to edit and publish the training materials.

      This would be coordinated by KILA.

8. ORGANISATIONAL STRUCTURE FOR CONDUCTING THE TRAINING


      A Steering Committee consisting of representatives of State Planning Board, Local Self Government Department, KILA, IMG, and SIRD is to be formed to monitor the training activities, resolve issues relating to the implementation at the grass root level and institutional hurdles. A Nodal Officer may be designated to periodically report to the Member Secretary, State Planning Board and Secretary, Local Self Government Department regarding the progress of the work.
